Cash seizure crosses Rs. one cr. mark

ITANAGAR, Mar 27:  Security personnel have seized cash amounting to Rs. 54 lakh from Khona, Tirap, yesterday.

The Police and Assam Rifles personnel, acting on tip off, seized the cash from a truck which was proceeding to Tissa from Tinsukia, Assam, sources informed.

The cash was hidden inside of a rice bag in the truck. Three persons were also arrested in this connection and investigation launched, the sources informed.

It is suspected that the amount was being brought from Tinsukia to Longding for the purpose of vote buying.

According to official data prepared till today, the EC appointed teams have so far seized a total of Rs 1.58 crore cash in Arunachal Pradesh besides thousands of liquors bottles, large quantities of arms and ammunition, lethal weapons, gift items etc.

 

OC suspended

ITANAGAR, Mar 27: As directed by the Election Commission of India, the State Government has placed Inspector Suraj Monpa, Officer-in-charge of Lumla Police Station, Tawang district under suspension with immediate effect for dereliction in election duty. Farther two doctors have also been moved out from Tawang district following complaint against them, according to a release issued by state nodal officer, Nirvachan Bhawan.

Shop vandalized

ITANAGAR, Mar 27: The ‘Charin Sweets’ near Lagun Bridge, Naharlagun was vandalized by two unidentified youths today. The miscreants, who came in a Royal Enfield (Bullet) motorcycle, also inflicted grievous injury to the sales person at around 11.30 am, informed Arunachal Chamber of Commerce and Industries President Techi Lala in a release.

“This is not the first time such an incident happened in Capital Complex,” the ACCI president said and demanded the district administration to bring the culprits to book and award them exemplary punishment to win the confidence of the business community as well as send a strong message to such anti-social elements.

Apprehending recurrence of such incident in near future, the ACCI president has demanded the district administration to provide full proof security to the business community, especially those ‘vulnerable’ and ‘exploited’ groups, failing which ACCI has threatened to take democratic means in order to safeguard the interest of the business community.

 

Cash and vehicle seized

TEZU, Mar 27: RO cum DEO Dr. BM Mishra of Lohit District along with SP Tumme Amo are monitoring the law and order situation in Tezu in particular and Lohit district in general by personally taking part in night patrolling themselves.

They are assisted by Flying Squad Team and Static Surveillance Team. On the night of 26th March 1 Tata Sumo and 6 motor bikes were seized for violating Model Code of Conduct.

As per latest report four FIRs have been lodged for violation of Model Code of Conduct, 9,403 vehicles have been checked and 32,803 persons were frisked, informed the Superintendent of Police, Tezu.

The total numbers of seized IMFL and other liquor have gone up to 35178 bottles (2891 hard drinks, 32247 beers, and 40 wines) costing around 30 lakhs.

Total Cash have gone up to Rs. 3,32,500 with the seizure of Rs. 1, 22, 700 at Silato under Namsai sub-division by Police Naka checking on 26th March midnight. DIPRO

 

SI Pertin adorned with President’s Police Medal

ITANAGAR, Mar 27: Inspector Thomas Pertin, in-charge, Chongkham Police Out Post,  Lohit district, who had been awarded the President’s Police Medal for Gallantry in 2013 for his exemplary service in insurgency-hit Tirap district, has received the prestigious medal from Lohit Superintended of Police (SP) on March 17 last. The medal was brought from New Delhi by Lohit Deputy Commissioner.

Pertin, who joined Arunachal Pradesh Police as Sub-Inspector  in 1990, was awarded the Governor’s Gold Medal during Statehood Day celebration in 2011 while he was serving as OC of Khonsa Police station.

 

EVM randomization for Dambuk & Roing assembly seats done

ROING, Mar 27: The first level of EVM randomization for Assembly election and the Lok Sabha Election for 42-Dambuk & 43-Roing Assembly constituencies were done at NIC Roing in presence of Upendra Nath Mallick, General Observer for 42-Dambuk and 43-Roing Assembly constituencies, Shiv Kumar, RO cum DEO Roing and representatives of various political parties today.   

Altogether, 191 Control Units (96 for Vidhan Sabha and 95 for Lok Sabha Election) and 198 Ballot Units (99 each for Vidhan Sabha and Lok Sabha) were automatically chosen by the software during randomization for both the Vidhan Sabha election and Lok Sabha election against 71 Polling Stations in the district.

Meanwhile, Sector Magistrates were also imparted training in presence of the General Observer and Returning Officer for both the constituencies at Anchal Samiti Hall, Roing today. DIPRO

Cong manifesto promises transparent Govt

Itanagar, Mar 27: Congress in Arunachal Pradesh promised a transparent government with more power to the people and to focus on infrastructure development if it wins the April 9 Assembly polls.

"Congress is for peace, progress and prosperity, and committed for the development of the youth, employment generation, women empowerment and infrastructure development," Chief Minister Nabam Tuki said after releasing the 22-page party manifesto here.

The party, if came to power, would provide two units of free electricity to all gaon burahs (GBs), besides providing them free cell phones and colour televisions.

Moreover, the honorarium for the GBs would also be enhanced besides providing 10 kg free rice per person per month in all border villages.

The manifesto also promised to provide one lakh jobs to unemployed youths in the next five years and strengthening the Skill Development and Employment Generation Councils by creating separate directorate.

Livelihood mission schools would also be launched in every Assembly constituency to encourage drop-out students to adopt self-employment, it said.

It also promised bringing in sea changes in the state's education, health, agriculture and allied sectors.

The party proposed to set up a banana fibre extraction plant in the state besides taking up oil palm cultivation in 20,000 hectares to be implemented in five years through contract farming with end-to-end solution.

A special economic sustainable development programme and a new land use policy was also promised by the party in its manifesto, besides setting up special economic zones (SEZs) for industrial development.

Tuki said the party would impress upon the Centre to introduce Rajdhani Express from Itanagar to New Delhi and Shatabdi Express from Itanagar to Guwahati.

It also promised to adopt the Seventh Pay Commission recommendations of the Centre besides providing 100 per cent Dearness Allowances to its employees.

Construction of a press colony for scribes from the state, providing security in all media establishments,  installation of CCTV cameras and declaring media houses as prohibited area after 5 pm were also on the cards. PTI

 

 

APCC, Tuki  reject BJP allegations

ITANAGAR, Mar 27: Arunachal Pradesh Congress Committee (APCC) President Mukut Mithi reacting to the allegation of BJP that ruling party is manipulating opposition candidates through various means urge them to control their own candidates before labeling such allegations.

“BJP has no right to blame us. If their candidates are withdrawing nominations, then it’s their problem.  They should be more interested in their own party affair and stop blaming for internal problem of their party,” said Mithi.

Chief Minister Nabam Tuki thrashed the allegation that he tried to pressurize his opponent BJP candidate Nabam Tade from contesting against him. “It’s not my job to interfere in other party’s affair. Election process is being held under the watchful eye of election commission. I did not declare myself as unopposed winner. It was returning officer who declared me winner. Therefore it is wrong to level such baseless allegation,” said CM Tuki.

BJP in its complaint to CEO yesterday said that its candidate for 15-Sagalee (ST) seat Nabam Tade has not withdrawn his nomination nor authorized any person to withdraw his candidature. While demanding enquiry into the matter, BJP alleged that Tuki has been putting all means to get his candidature uncontested from Sagalee.

While strongly reacting to the BJP’s complaint involving the name of Tuki, APCC spokesperson Nabam Vivek  in a release said “ it is totally unwanted and unethical for BJP to bring the name of Chief Minister Nabam Tuki in the episode. Tuki is a person who believes in democracy and he is not worried or threatened by the candidature of any BJP nominee.”  

The release further said it is not legally correct for BJP to make any allegation against the Congress leader but set their house in order first.

 

 

ACS to provide platform for better leader in Itanagar

ITANAGAR, Mar 27: The Arunachal Civil Society (ACS) is going to come up with a platform to let people decide who will be the better MLA candidate for the 13-Itanagar ST Constituency. The event will be held on March 29 next at Rajiv Gandhi Stadium, Naharlagun where the candidates contesting for 13-Itanagar ST Assembly Constituency will interact with the common mass.

There are five candidates for the seat; sitting MLA Techi Kaso from INC, Tame Phassang is the BJP candidate, Peoples’ Party of Arunachal (PPA) candidate Toko Sheetal, Tarh Tada from Naga Peoples’ Forum (NPF) and former AAPSU president Takam Tatung, the independent candidate.

Informing about the programme, ACS Chairman Pate Tayum said, “By conducting this programme, we want to bring to people the candidates so that they can decide on who is a better leader.”

“The programme will see sharing of the candidates manifesto as well as peoples’ as there will be open discussion and debate on issues. This platform will be a test for them,” he said.

ACS Vice Chairman Karge Basar said, “We will be seeing many new faces in the election and it is our way to find out the capable leader from amongst them.”

On 30th March, ACS and Arunachal Democratic Reforms are conducting ‘Know Your Leaders’ for the ensuing Parliamentary Election.

 

 

Sporadic violence hits West Kameng, addl. forces deployed

BOMDILA, Mar 27: The district headquarters Bomdila is a sleepy little town  for most of the time year round but as of now, the preparations for the successful conduct of the Parliamentary and the Assembly elections scheduled for 9th of April has been keeping most of the government officers and officials on their toes.

With almost all the major drills over and the Flying squads, Video Surveillance Teams, Video Viewing Teams, the Static Surveillance Teams and others doing their duty 24x7; everything seemed to be sailing smooth but for the sudden acts of sporadic violence that hit right after the scrutiny on 24th last.

The incident turned ugly at Dahung under 6-Thrizino-Buragaon Assembly segment when skirmish broke-out between the party workers of INC and BJP in the night hours resulting in pelting of stones and damaging of five vehicles.

The flared up situation resurfaced the next day when another vehicle was damaged and cases of intimidation came up.

The day before, in retaliation, supporters of both the parties went on a rampage damaging three vehicles and two motorcycles of the other where some people of both the camps sustained injuries. A total of seven arrests were made in this connection and both the INC and BJP candidates along with their election agents were bound down and had to deposit rupees 1 lac as surerity in the office of the JMFC Singchung.

The situation was brought under control with the DEO & SP taking stringent actions. Additional forces have been deployed and Magistrates with police have been pressed into service for enhanced monitoring.

The situations at 5-Kalaktang with three contenders and 7-Bomdila with two contestants remains normal. There is no problem with the 4-Dirang Assembly segment as the INC candidate has been declared uncontested. DIPRO

 

 

Nissan launches Datsun Go

ITANAGAR, Mar 27: One of the newest car showrooms of capital complex, Nigla Nissan located at Lekhi village today witnessed the launch of Datsun Go car. The car was unveiled by Managing Director (MD) of Nigla Nissan Teli Kechi in presence of its general manager Bapi Mazumdar and Nissan area manager Uma Shankar. On the occasion, the first three buyers of Datsun Go namely Teli Tatang, Techi Talam and Hage Napa were handed over  car key by the MD of Nigla Nissan.

Nissan-owned Datsun may not have a history in India but the launch of its first product, Go, is significant in many ways. For starters, it marks the global re-launch of the Datsun brand that was phased out in 1981. Datsun, whose range of budget cars will sit below parent company Nissan’s line-up, has been envisioned to offer Indian car buyers worthy alternatives to competitors from Maruti and Hyundai. The Go has been developed ground-up to cater to the needs of Indian buyers. The Datsun GO D has been priced at Rs 3, 23, 736 and Datsun GO T which is top model will cost Rs 3, 83, 738.

The Go is a large hatchback and is comparable in size to a Nissan Micra, with which it shares many underpinnings. That’s quite something because the Go is actually priced in line with the significantly smaller Hyundai Eon. The styling is neat, with a smart hexagonal grille and large swept-back headlamps being attractive elements up front. There are no straight lines or easy-to-produce flat surfaces elsewhere either. The muscular haunches that flow into the tail lights are easily highlights here but the raked tail also makes the Go look quite different from the other hatchbacks in the market. It’s more of a mixed bag though in the cabin, where the 5+1 seating configuration will catch your attention first. The +1 is courtesy the extended front passenger seat, the base and backrest of which stretch to the driver’s seat to form a sort of bench. The middle section is not meant to be used as a seat (there’s no seat belt or headrest) and Datsun engineers insist it’s intended as a place for women to keep their handbags. The front seats, though flat, are quite supportive, if slightly lacking in thigh support.

Adding to the Go’s practicality is its well-shaped, 265-litre boot that is big enough to accommodate large suitcases flat rather than vertically, as in other hatchbacks.

The Go delivers on the fuel economy front too. It’s a budget car with a spacious cabin, good performance and excellent fuel economy. If those are your priorities in a budget car, the Go could just be the car for you.

 

 

Record number of candidates in fray in Tirap & Longding

Poll preparations in full swing

KHONSA, Mar 27: This year’s Assembly election in Tirap and Longding districts is proving to be watershed for reasons more than one. There is a record number of contestants and also maximum first-timer in the fray. However, the real news maker in this Assembly election is the Naga People’s Front [NPF] making forays into Arunachal Pradesh electoral politics.  There are 27 contesting candidates in 7 Assembly constituencies in the two insurgency-hit districts representing different political parties including a number of Independent candidates trying out their luck. In 57 Borduria-Bogapani, 5 candidates are locking horns. The chief of Borduria and former Speaker Wanglin Lowangdong  of NIC is pitted against his first cousin and former Home minister Lowangcha Wanglat of BJP. There are 3 Independent candidates, all first-timers in Jowang Hosai of Kaimai village, Hangcha Torang of Kapu village and Chaphung Wangsu of Longo village. A keen contest is on the offing. In the important 55 Khonsa East, there are 3 candidates in the fray. They are former MLA Kamthok Lowang of Upper  Kolam village from INC, TL Rajkumar, former minister of Khonsa Town from BJP and Wanglam Sawin, former Teacher of New Lainwang village from PPA. Here too a very good fight is expected. From 56 Khonsa West 4 candidates are fighting it out. They include former MLA and Parliamentary Yumsem Matey of Lazu village from INC, former minister Thajam Aboh of Thinsa village from BJP, former ZPM Tirong Aboh of Dadam village from PPA and Phawang  Lowang of Lazu village from NPF. Phawang Lowang and Tirong Aboh are first-timers.

From 54 Namsang constituency, there are 3 candidates viz Wangki Lowang, former MLA and Parliamentary Secretary of Natun Kheti village from INC, Wanglong Rajkumar, younger brother of former slain MP Wangcha Rajkumar of Namsang village from BJP and Arun Namati, son of first Speaker of Arunachal Assembly late Nokmey Namati of Doidam village from PPA. A serious electoral battle is on in this constituency also and nothing can be said as of now.  3 candidates are trying their luck in 58 Kanubari constituency and they are former minister Newlai Tingkhatra of Olingtong village from NIC, Rongnai Maham, former ZPC of Tirap and Longding of Wanu village from BJP and Senior Journalist-turned politician Gabriel Denwang Wangsu of Hasse Russa village from Independent. From the 59 Longding-Pumao constituency 4 candidates are in the fray including former MLA and Parliamentary Secretary of Longding from INC Thangwang Wangham, Tanpho Wangnaw of Senua village from BJP, Pongsa Saham of Nianu village from NCP and Ngamkhah Wangnao of Longkhaw village from PPA. From the 60 Pongchau-Wakka  constituency bordering Myanmar and Nagaland there are 5 candidates trying to enter the Assembly through the electoral process this year. They are Honchun Ngandam, former minister and Parliamentary Secretary of Khasa village from INC,  Hokai Wangsa, former ZPM of Pongchau village from BJP, Longwang Wangham, chief of Nginu village from PPA, Thangkai Khusumchai of Jagan village from NPF and Kapnai Wangsa of Ngissa village as Independent.  A keen contest is on the card.

In the meantime the preparations for the polls are going on in full swing and the DEO of Tirap and Longding districts Kamlesh Kumar Joshi is leaving no stone unturned to ensure that the poll process is absolutely error-free, free, fair and peaceful. The General Observer JC Chudasama, IAS and Expenditure Observer Ram Mohan Tiwari are closely monitoring the entire electoral processes. The district administration and the Tirap district Police had made elaborate arrangements to thwart any eventualities. Welly files FIR, complains against withdrawal of candidature

ITANAGAR, Mar 27: BJP candidate from 12 Pakke-Kessang constituency Atum Welly today said that he is totally unknown to the withdrawal of his candidature from the seat.  

In a complaint letter addressed to CEO, Arunachal Pradesh and East Kameng district election officer (DEO), Welly said that he did not  put notice before the concerned authority for withdrawal of his candidature and his withdrawal of candidature is vague and made fraudulently by some unknown miscreants to tarnish his image before the public by forging his name and signature.

He appealed to the concerned authority to ‘cancel his withdrawal’ and grant permission as a candidate  from the said constituency.

Meanwhile, Welly in an FIR urged  the Seppa Police Station to register a forgery case and enquire into the matter.  In the FIR, he said  that he did not put his signature in withdrawal form, nor sent any authorized representative to deliver the withdrawal form. “It might be my opponent Congress party who wants to sabotage my political career  by calculating a game plan,” the FIR said.

 

 

People’s Manifesto’ formulated

ITANAGAR, Mar 27: A programme on ‘People’s Manifesto’ was organised in the state by ‘Wada Na Todo Abhiyan,’ a national level NGO, in collaboration with Athupopu Social Foundation and Arunachal Law Academy under West constituency.

A 37-point People’s Manifesto highlighting the real problems faced by the public has been formulated in the programme  for inclusion in the menifestos of all the political parties and the contesting candidates.

The ‘People’s Manifesto includes, among others, demand for constitution of a separate Disability Commissioner, an independent State Human Rights Commission and an independent Commission for the protection of child rights, making the State Women Commission independent with separate budget allocation, bringing an end to indiscriminate signing of MOA and MOU for hydro project in Arunachal Pradesh and finding alternative source of energy, providing appropriate legal and administrative safeguards including relief, rehabilitation, settlement of the indigenous people who are affected by the Dam construction under several hydro power projects taken up by the government, formulating policy to transfer 2% of local area development from hydro power project (from private hydro power proponent or Govt enterprises hydro power project share) directly to the account of affected family, making blue print on Hydropower policy and revenue generation out of the Hydro Power Project, introduction of a Citizen’s Charter of duty and public grievances redressal committee, implementation of Lokayukta in the State, enaction of legislation giving legal recognition of land rights under article 371 A & G similar reorganization in Mizoram and Nagaland, recognizing customary rights of the individual and community over the land, river and forest, budget allocation for streamlining the judicial system in the state for independent functioning of judiciary.

The manifesto also demanded to introduce program and policy to stop the menace of opium cultivation in Anjaw, Changlang, Lohit, Tirap, Siang etc and other related drug abuse among youths,  constitute a rehabilitation centre for the addicted youths, to introduce more vocational training programs and placement for the generation of skilled citizens and economic development of the state, to repeal the draconian Armed Forces Special Powers Act (AFSPA) from the regions of Tirap and Changlang, to protect inter-state and international boundaries of the state and settle all the existing boundary disputes with neighbouring states, to expand policy discourse on Minority in India to include the concept of the National, Racial and Ethnic Minorities and to provide them protection under the frame work of the International Convention on Elimination of Racial Discrimination ratified by the Government of India in 1968, to appoint separate and independent Protection Officers under Domestic Violence Act, 2005, to constitute State Criminal Injuries Compensation Board and District Criminal Compensation Board in each district, to declare Hepatitis-B & C epidemic as public health emergency and necessary befitting remedial measures to be taken, to frame State Drug Use policy through an inclusive process and duly enacted and to make generic medicine available to the public, to make  every public office and institutions ,transport etc barrier free access for differently abled, to increase budgetary allocation of children, women and differently abled in the State Budget, to ensure that local area development fund of MLAs and MPs are transparent and accountable to the public through regular social audits and RTI Act, to provide effective and accessible health services to all the villages of the state with adequate infrastructure, human resource, equipment and medicines, to develop State Water Policy and to allocate equal budget, to set up a family court/human right in the district headquarters, to expand the media coverage in the interior areas through state Doordarsan programme and private electronic media, to formulate policy for independent functioning of media house, proper implementation of Juvenile Justice Act 2006 including appointment of independent Probation officers and Juvenile police unit  and establishment of shelter home, remand home and children home, special and observation home in each district of the state, to strongly monitor the implementation of Right to Education Act, streamline the PDS system as to make food available to the poor in rural areas, to create job avenue for the youths by opening technical, medical, law colleges and colleges of vocational training, to provide 33% reservation for women in the state legislative assembly, to recognize the property rights of women in Arunachal Pradesh.

The manifesto further opined that the tourism promotion should be done only through a proper environmental and social impact assessment so as to ensure that the rights of the indigenous peoples is respected and tourism industry to be developed through greater community participation & ensure ecologically friendly, culturally correct, alternative model be explored, community defined, not by five star corporate culture.

The programme was attended by people from various sections of the society, including civil societies, social activists, local representatives, academicians, lawyers, public leaders and students.

The All India People’s Manifesto is an ambitious project initiated by a national level NGO ‘Wada Na Todo Abhiyan’. Wada Na Todo Abhiyan is a national campaign to hold the government accountable to its promise to end Poverty, Social Exclusion & Discrimination. People’s Manifesto is a statement of objectives based on the ground realities and aspirations of people living across the country, and an assertion that it is not merely our votes but also our voices that need to be heard. Almost 300+ parliamentary constituencies have been covered through All India People's Manifesto making it the most extensive effort to establish a grassroot driven, people's development agenda in recent times.

Comply with the ECI’s guidelines: Observer

TAWANG, March 27: The ECI’s General Observer for three assembly constituencies of Tawang district SS Pattanashetty,  convened a meeting with representatives of all political parties  here yesterday and appealed to all to cooperate and comply with Commission's guidelines for conducting free and fair election in the district.

The Observer stated that all political parties should strictly follow the MCC for which they should read the booklet and guidelines. “Anyone taking law into their own hand shall be dealt with the utmost action”, said Pattanashetty urging all stakeholders to maintain spirit of democracy and help election process to complete successfully.

Appealing the candidates to co-operate and comply with the Commission’s guidelines, the Observer said that the responsibility of creating a conducive atmosphere for conduct of a free, fair and peaceful election equally lies on the candidates and their supporters. They should keep confidence with the election machinery and cooperate in the conduct of fair and free election.

He also explained in detail the rules and regulations put in place for the monitoring of expenses by parties during the election.

Earlier, DC cum DEO Abhishek Dev dealt at length on the Commission’s guidelines, issues and the various preparedness measures taken for ensuring successful conduct of elections in the district.

Drawing the attention of the candidates towards violations of the Model Code of Conduct, Dev urged them to ensure that they and their party members strictly adhere to the guidelines in order to facilitate peaceful and ethical voting.

“Run a clean campaign and it should be done in a good spirit” said Dev urging the Political Parties to cooperate the administration in successful conduct of ensuing simultaneous poll of Parliamentary and assembly elections in the district.

Dev also explained about the legal provision with respect to election expenses. He insisted on giving expenditure of the political parties on prescribe format on regular basis on rally, political meeting, posters, banners and expenditure on print and electronic media. The candidates were also explained to manage all their election expenses to a separate Account which they have opened exclusively for election purpose. He also appealed all political parties to take prior permission from the DEO for any road show, rally or political meeting. The use of unauthorized posters, banners, defacement of public property and plying of vehicle for election purpose without permission should be avoided.

Further Dev mentioned that the SSTs and Flying Squads are actively monitoring the violation of MCC in the district. “All preparations are in place and the employees entrusted with election work are working round the clock on a war footing to ensure a smooth election”, said Dev.

Superintendent of Police Nupur Prasad asked the candidates to submit Worry List (if any) to the district Police for redressal in order to create a conducive atmosphere for a free and fair poll. She also urged the Parties to cooperate them in maintaining law and order and assured that every possible security would be provided to conduct free and fair election.

“Don’t take the law into your hands. Respect the democratic institution and co-operate & comply with the security measures put in force. ”, said Prasad urging the candidates and supporters to refrain from ‘self-policing’. She further informed that the FS and SST are already engaged in patrolling all throughout day and night. In addition to this there are police check gates operational at various locations across the district.

Training for Party representatives on expenditure register maintenance held

DAPORIJO, Mar 27: The Expenditure Observer for the 5 Assembly constituencies of 22 Nacho, 23 Taliha, 24 Daporijo, 25 Raga and 26 Dumporijo, Sudhir Kumar along with Assistant Expenditure Observer G S Awasthi (DLIO) imparted training to the representatives of the political parties fielding candidates in the 5 constituencies at the office chamber of RO (Daporijo) Kanki Darang(ADC) in the presence of the expenditure monitoring team of the area.

Sudhir Kumar explaining the salient points of the Election Expenditure Monitoring Compendium 2014 to all present and urged them to correctly maintain their expense registers from the date of filing of nomination to the date of declaration of result. He also cleared the doubts expressed by those present and stressed on following the prescribed norms laid down.

RO Kanki Darang briefed the gathering that the maximum limit of expenditure for each candidate being 20 lakhs, the expenditure register and account should register the correct information as the parties had to submit the register within a month from the date of declaration of result.

Checking of expenditure register of all candidates of the 5 Assembly Constituencies will be done by the Expenditure Observer from 11.00 hrs to 1700 hrs on   March 31, April 5 and 8.

Meanwhile a meeting of all political parties, GBs, NGOs and student Union representatives was conducted at the Dumporijo Circuit House by the ADC Otem Jamoh. Jamoh explained the Model Code of Conduct, the role of SST and Flying Squad and other election related matters. The representatives of student unions, NGOs and political parties gave valuable suggestions for the peaceful conduct of elections.  The SST and Flying Squad of Dumporijo area has stepped up its activities and the teams seized an additional 192 bottles of beer and 30 daos. Congress facing tough contest in East Siang

PASIGHAT, Mar 27: The assembly election in four assembly constituencies of East Siang district holds a prospect of tough fighting between Congress and main opposition Bharatiya Janata Party (BJP).

Of the total five constituencies, election will be held in four constituencies, namely 35- Pangin, 36 Nari-Koyu, 37 Pasighat-West and 38 Pasighat East constituencies as the INC candidate of Mebo constituency Lombo Tayeng was declared uncontested.

Tayeng had earlier represented the constituency for several consecutive terms and even he had served as cabinet minister. He had lost the seat to NCP debutant Ralom Borang in the last assembly election.

Political analysts here observed that the ruling party nominees would face stiff competition from BJP and Independent candidates in the ensuing assembly poll.

In Pangin seat, former minister Tapang Taloh is likely to face strong opposition from the beleaguered independent PRI leaders, who are likely to support the independent candidate.

Former minister Bosiram Siram, who is seeking re-election from Pasighat East constituency, is likely to face tough contest from BJP candidate Kaling Moyong, who had secured second highest number of votes in the last election. Contesting from NCP ticket, Moyong had captured more than 35 percent votes. His gaining popularity after joining BJP and shifting of loyalty by many Congress leaders of the constituency to join the saffron party have further brightened his winning prospects. Moreover, the ‘Modi wave’ may also help him secure more votes this time.

Political observers here termed 37-Pasighat-West segment as most critical in the district. The constituency had been represented by Congress MLA for several consecutive terms, but the party lost the seat to BJP last election. It was said that an unhealthy internal wrangling inside Congress party had led the defeat of its candidate in 2009 election. The unexpected defeat of Congress candidate pushed the party workers in a tizzy state.

It is evident that the Block Congress Committee (BCC) in Pasighat-West was receiving ‘weak feedback’ from the party High-Command. The senior Congress men repeatedly moved APCC bigwigs, placed their grievances during last years. Even, PRI members elected from Congress threatened party high command of en-mass resignation in protest against their alleged negligent attitude.

The saffron party has fielded Kento Rina, a retired DDSE, from Nari –Koyu assembly constituency, to oust veteran Congress leader Tako Dabii. Nari-Koyu constituency is a traditional Congress base. But the base is gradually eroding mainly due to shifting of many block level party leaders and workers to BJP.

The BJP in Nari-Koyu is backed by Kenyir Ringu, who fought from the constituency in the last election from NCP ticket and secured about 45 percent votes. Dabii, who has been representing the seat for the last several consecutive terms, won the seat by defeating Ringu by a margin of 742 votes. Ringu’s association with BJP is expected to be a deciding factor.

 

 

Expenditure observer reviews election preparedness

PASIGHAT, Mar 27: With an aim to review the preparedness of the upcoming LA & LS Elections in East Siang district, Rajesh Ojha, the designated Expenditure Observer for monitoring the election expenses of political parties and candidates on Wednesday convened a meeting with the District Election Officer Nidhi Srivastava, Nodal Officer Robo Megu, MCMC member and other members related to expenditure management, political party agents.

While speaking on the occasion, Ojha underlined the need for close surveillance and effective monitoring of ECI guidelines to regulate expenditure made by the political parties. He said flying squads should restrict movement of illegal cash/ liquor etc. The observer also stressed upon the coordination between various teams constituted for expenditure observance and directed them to maintain proper record, which will serve as an evidence.

Expenditure observer Ojha during the interactive session also responded to the queries of the officers assigned with the duties of expenditure monitoring. He underlined the need to adhere the guidelines of ECI in spirit to achieve the motive of ethical voting and free and fairness of the elections.

Meanwhile the HK Behera, Election Observer (Assembly) today visited various polling stations like Nari and New Telam, Pote, Seren, New Seren fall under 6-Nari-Koyu constituency and took stock of poll preparedness. He directed the ARO/ Magistrate to strictly adhere to the ECI guidelines to ensure free and fair elections. He instructed the administration to ensure that there is no poster, banner etc on the road, roadside trees and government premises. He also interacted with the voters and insisted that proper training is required for them on the use of EVM so that they become familiar with it while actually casting their votes on 9th April, 2014. Seminar on ‘Recent Advances in Chemical Research’

ITANAGAR, Mar 27: The Department of Chemistry of Rajiv Gandhi University recently organized a two days National Seminar on “Recent Advances in Chemical Research (RACR 14) at the University campus.

Chairing the seminar at the inaugural session, Vice Chancellor Prof. Tamo Mibang highlighted the importance of Chemistry and vast research scope of Chemical Science, especially in the field of medicinal and natural products in the region. Prof. Mibang urged the chemistry fraternity to make concerted effort to harness these resources for production of bio-products of importance.

The Northeast India being a biodiversity hotspot, there is an immense potential for research and development particularly in the field of natural products and medicinal chemistry, he said.

Prof. Sourav Pal, Director, National Chemical Laboratory, Pune who is an eminent theroretical chemist said that chemical research was still in nascent stage in this remote region of the country. He hoped organization of such seminar would help encourage the students of the region to take up research in frontier areas of chemistry.

Prof. Pal also delivered a plenary talk titled ‘Metal Clusters and Metal-Organic Frameworks as Catalysts and Gas Storage medium: Computational Study.’

Earlier, Convener Dr. Pankaj Das said that the seminar was a modest endevour to bring together scientists, academicians, researchers from across the country under one roof to this remote part of India to share their views, scientific thoughts and experiences with each other.

Keynote address of the seminar was delivered by eminent Professor Arun Chattopadhyay from IIT Guwahati on Polymer and Metal Nanoparticle Composites for Biological Applications.

The ever national level seminar in Chemistry in Arunachal Pradesh was attended by more than 100 delegates including 12 eminent scientists from premier universities and institutes all across India.

Candidates winning unopposed is not good for democracy

The allegation leveled by Arunachal unit of Bharatiya Janata Party (BJP) that ruling Congress is manipulating opposition candidates through various means by pressing them either not to file nominations or withdraw papers in order to win as many seats uncontested in the upcoming assembly election is matter of serious concern. Even though Congress has rebutted the allegation with party president Mukut Mithi today stating that BJP has no right to blame them and that principal opposition party should set their own house in order before levelling such false allegation.

The allegation leveled by BJP comes in the wake of 11 Congress candidates winning unopposed. While Congress may be rejoicing over news of the 11 of their candidates winning unopposed, opposition parties along with democratic institutions and liberal minded citizens of state are extremely unhappy with this trend. The beauty of democratic form of government is to have election, which offers opportunity to the citizens to elect leaders of their choice.  If citizens are not allowed to elect leader of their choice then there is no point in conducting election. The politicians need to understand that they can’t continue to fool voters by compromising with each other and leaving supporters in lurch. Their greedy deeds will be exposed some days.

Let democracy prevail

Dear Editor,

As we all know, India is one of the largest democratic nations in the world and equally follows the principles of democracy. Democracy itself means 'Rule by people' but now I must say the meaning has been changed in 21st century where 'Rule by people' is being replaced by 'Rule of money' etc and etc. Being the largest democracy Right to Vote has been guaranteed by our constitution to its citizen.

My point here is that 11 candidates has been elected uncontested. Do we think that this is real democracy? One has to wait for complete 5 years to exercise his/her voting right. Whatever is going on it shows political immaturity of our leaders. Dont think that we are happy with Rule of thumb. Dear leaders you can’t keep us in dark for longtime. A day will definitely come when you must feel wind of change. So, it is sincere request to our beloved leaders to not play such dirty politics for the sake of power. A true leader is one who is ready to sit in opposition and work for the welfare of people.

Blatant misuse of MCC should be avoided

Dear Editor,

The purpose of model code of conduct (MCC) is to create an environment for free and fair election. This is a master piece created by our matured and deep rooted democratic set up.  But the blatant and often immature implementation of MCC will never serve the purpose.

It is disturbing to read through your esteemed daily about the way this provision is implemented.  Any legislative, administrative and judicial reform must be made and implemented in accordance with the social/ traditional structures, administrative set up and customary law of the land in mind.

Hope election commission will focus more on maintaining discipline among the political leaders and the parties rather than bringing great inconvenience to the people.
